TOWN-WIDE REAL PROPERTY MASS 

APPRAISAL/REVALUATION REQUEST FOR PROPOSALS (19 page RFP)

The Town of Cushing, Maine is seeking proposals from revaluation contractors to conduct a computer-assisted mass appraisal (Revaluation) of all tangible taxable and exempt real property in the Town of Cushing. All calculations and pricing schedules shall utilize the TRIO Real Estate Assessing Module. 

Fieldwork must be completed to allow processing and preparation of tax bills based on a value established as of April 1, 2024. Project start date will be on or before August 1, 2023. Notices will be mailed in May/June of 2024 with hearings taking place in June/July 2024. Final product delivery after hearings and reviews will be on or before August 1, 2024, based on the results of the hearings and reviews. 

Sealed proposals must be received in the Cushing Town Office, 39 Cross Road, Cushing, Maine 04563 no later than 3:30 p.m., June 12, 2023

Copies (8) copies of the proposal shall be submitted in a sealed envelope marked clearly on the outside, "Town of Cushing Revaluation Proposal from (name of proposer)" The envelope shall be addressed to: Daniel Staples, Chairman, Board of Selectmen, Town of Cushing, 39 Cross Road, Cushing, Maine 04563. 

Each proposal shall state: 

1. The full amount in dollars for performance of the entire project, with the total 

broken down as: 

• Cost for all taxable and exempt real property parcels 

• Cost for a Surety and Performance Bond 

2. The date work is to begin. 

3. The date work will be completed. 

If the proposal is to be limited in scope, the company shall so state how it will vary from the work requested. 

 

Surety and performance bonds may be required. Proof of insurance will be required in accordance with the proposal specifications. 

The Cushing Board of Selectmen in conjunction with the Board of Assessors will review the Proposals and notify the parties if they have been chosen for an interview. 

Within 30 days of the award of the contract, all required documents shall be executed and delivered, including any required performance bond and certificates of insurance. 

The bidder shall file a declaration, in writing, as follows: "The undersigned is the only person, firm or corporation interested in this proposal as principal; that it is made without any connection with any other person, firm or corporation interested in this proposal as principal; that it is made without any connection with any other person, firm or corporation making any bid for the same; that no person acting for, or is directly employed by the Town of Cushing is, or will be, directly or indirectly, interested in this proposal or in any anticipated profits which may arise there from." 

The omission of any attached papers from the proposal submitted is not available as defense by the bidder in case of failure to complete the contract in the manner specified.

The Town reserves the right to waive formalities, to accept any proposal or section(s) of the proposal, to negotiate a revised Scope of Services and/or fee, and to reject any and all proposals should it be deemed in the best interest of the Town to do so. No proposal may be withdrawn for 90 days after the submission deadline. The Board of Selectmen is required to take formal action on the accepted proposal. A general contract agreement between the Town and the successful bidder should be presented by the company for signing prior to commencing work.
