The MTCCA Records Management workshop will review record keeping requirements pertaining to records that are overseen and managed by municipal clerks on a daily, monthly and annual basis. Clerks serve as stewards for their community and are responsible to maintain a variety of municipal records. Examples include oath books, street books, vital records, Selectmen/ Council records and meeting minutes, as well as filings such as DD-214 forms and DBA forms. The state statutes govern what records are retained and for how long, what records are available for review by the public and which must be kept confidential, and how the municipal clerk must handle these records. During the workshop, the instructors will review the Maine Local Government Records Retention Schedule as well as the State’s Right to Know law regarding access to records. Preservation tips and ideas for records will be shared as well as a review of records management tips for an efficient office environment. Examples will be shared regarding attestation of records. Information regarding Disaster Planning and Business Recovery Plans for Records Management will also be shared.
All participants should bring a copy of the 2013 Municipal Clerk’s Manual (instructors teach directly from this manual). This program is an optional course for the Maine Town & City Clerks’ Association Certification Program. Participants must be present for the full day to receive a certificate of completion for the course.
