This session will give us all the legislative updates on LD290 since our last training in October.
Presenter: Kate Dufour, Director, Advocacy & Communications, MMA
Kate Dufour joined MMA in 1995 after graduating from the University of Maine with a master’s degree in public administration and has not looked back since. During nearly three decades of service, Kate has served as a research assistant, legislative advocate, senior advocate, and department director. Local government service runs deep in her veins, as Kate serves on the Hallowell City Council.

Join us for an update of upcoming program changes concerning LD290. The session will be an opportunity for presenters to explain the updates and what users will have to do for this coming tax season

11:15am – 12:15pm ARPA Review and Reporting
This one-hour session will cover the second ARPA reporting and compliance. Amanda will review the reporting process since it has been a year for most of us since our last reporting. They will review the process for accessing the reporting portal, detail what municipal officials need to include in Project and Expenditure Report, offer advice on how to track project expenditures.
Presenter: Amanda Methot, Attorney, Bernstein Shur
Amanda is a Staff Attorney for the Municipal and Governmental Services practice group at Bernstein Shur. She has taken the lead in her group on learning the ins and outs of ARPA and advising clients on compliance issues. Prior to joining Bernstein Shur, Amanda worked for the City of Portland’s Housing and Community Development Division as a Compliance Officer where she developed processes and procedures to ensure regulatory compliance with local, state, and federal grant funding.

Presenter: Joshua Howe, Deputy Executive Director of Workforce Training and Remote Work, Maine Community College System
Joshua Howe is the Deputy Executive Director of Workforce Training and Remote Working at the Harold Alfond Center for the Advancement of Maine’s Workforce, part of the Maine Community College System (MCCS). He joined MCCS in 2021 after 19 years with the State of Maine, primarily focused on workforce and disability employment for the Department of Labor. He holds an MA from Assumption College in Worcester, MA. He lives in Auburn with his wife and two teens and enjoys being outdoors in all seasons, hiking, skiing, swimming, and exploring.
Training valid for 4.6 CPE Hours
