City Administrator - Lewiston

Lewiston Maine is seeking an experienced, professional leader to become its next City Administrator. Located on the banks of the Androscoggin River, Lewiston is Maine's second largest city with a population of 39,000. It is known for its rich history, cultural diversity, and strong sense of community. Diverse career, educational, and recreational opportunities for all ages make Lewiston an appealing place to visit, live, settle, and thrive. In the two hundred fifty years since the first settlers arrived, Lewiston has evolved from an agrarian community through a thriving mill economy into a multi-faceted economy. As a service center, Lewiston is home to three institutions of higher education including Bates College, two premier hospitals, popular eateries, breweries, monthly art walks, galleries, musical performances, entertainment, theatre, and an emerging public art scene. Urban to suburban, downtown to rural, Lewiston is also home to families and entrepreneurs from around the world with small shops and thriving manufacturers, generations of local businesses, and global firms. Lewiston is a place where opportunity lives.

Lewiston’s Charter specifies a Mayor/Council government. The mayor is elected by city wide vote and each of the seven councilors are elected by ward. Officials are elected for alternating 2 year terms to ensure a level of continuity. Lewiston’s 351 full time employees answer ultimately to the City Administrator, who is the Council’s sole employee. The city’s annual budget is $64.7 million excluding the school budget which is the responsibility of an elected School Board.

 

THE IDEAL CANDIDATE

  • Has a track record of success in improving community economic development;
  • Is a dynamic, forward-thinking, fair-minded, transparent, creative leader who plans for the long term and can help lead the community;
  • Has experience in an environment of similar complexity and has proven organizational and professional skills;
  • Has demonstrated skills in finance and capital planning, human resources, employee relations and unions, planning and community development;
  • Has the ability to work positively and effectively with staff and promote positive morale and team building in the organization;
  • Can articulate and establish clearly achievable goals to staff, provide tools and resources to achieve those goals and expect accountability;
  • Is able to listen, engage, understand and sustain relationships with all stakeholders in the community;
  • Has experience working in a diverse environment and the ability to implement and enhance DEI initiatives.
  • Has unquestionable ethics and integrity and is committed to the standards for municipal management professionals specified by the International City Management Association (ICMA) and Maine Town and City Management Association (MTCMA);
  • Has strong written, verbal, and public presentation skills;
  • Is willing to engage and become part of the fabric of the community. Residency in Lewiston is preferred but not mandatory.

 

The City Council is seeking candidates with a minimum of 7 years of municipal executive management experience or similar related private business experience.

Applicants will possess a Bachelor’s degree in Public or Business Administration or a closely related field with a Masters preferred. Salary range is $165,000 to $195,000, with starting salary to be determined based on experience and qualifications.
